Final result of the auction

The auction has now ended. The total revenue for all the spectrum amounts to 1 784 702 000 NOK.

The second phase of the auction has now ended. In total four bidders participated in the auction. The winners were published last week. The final result and licence prices are provided below.

Assignment of specific frequencies

The specific frequency positions of blocks won by bidders were determined in the second phase of the auction. An overview of the specific frequencies assigned each winner is provided in the figures below.

Prices

Final licence prices for packages won by each bidder have been determined. The prices are a total price comprising of bids from first and second phase of the auction.

  • TeliaSonera – 626 700 000 NOK for the package of:
    • 2 x 10 MHz (coverage obligation) in the 800 MHz band
    • 2 x 5 MHz in the 900 MHz band 
    • 2 x 10 MHz in the 1800 MHz band
  • Telenor – 453 002 000 NOK for the package of:
    • 2 x 10 MHz in the 800 MHz band 
    • 2 x 5 MHz in the 900 MHz band 
    • 2 x 10 MHz in the 1800 MHz band
  • Telco Data – 705 000 000 NOK for the package of:
    • 2 x 10 MHz in the 800 MHz band 
    • 2 x 5.1 MHz in the 900 MHz band 
    • 2 x 20 MHz in the 1800 MHz band

Next steps

The Ministry of Transport and Communications will issue the licences after the winners have paid their respective licence prices. The deadline for payment is ten working days. The licences will be valid from 1 January 2014 and have a duration of 20 years. There will be a total annual fee of approximately 113 million NOK. The winners of the 800 MHz spectrum are obliged to participate in a joint organization with the broadcasters to mitigate the risk of interference with DTT. This organization needs to be in place two months after the auction at latest, and before the 800 MHz frequencies are put into use.

Coverage obligation

All winners of 800 MHz spectrum must fulfill a usage obligation to provide mobile broadband services offering average access speeds of at least 2 Mbps to 40 percent of the population within four years of the award of licences.

In addition, TeliaSonera won the coverage obligation block in the 800 MHz band. TeliaSonera hereby undertakes the obligation to ensure that 98 percent of the population will have access to mobile broadband services offering average access speeds of at least 2 Mbps. These services should be provided primarily through the utilization of 800 MHz spectrum. This obligation must be fulfilled within five years from the award of the licence. NPT will monitor compliance with the obligations.

External audit

The consultancy firm Smith Institute has done an independent audit of the result of both phases of the auction and has verified that the results are consistent with the auction rules.
