PMSE is the abbreviation for "Program Making and Special Events". Another name used for the same concept is SAB/SAP (Services Ancillary to Broadcasting/Program Making).

Program Making includes the creation of programmes that shall be broadcast, the production of films, presentations, advertisements or audio/video recordings. This also includes the production or presentation of entertainment, sport or other arrangements that are available to the public.

Special Events are time-limited events, normally with a duration from one day to a few weeks, which take place at a defined location. Examples include major cultural, sporting, entertainment and religious arrangements in addition to other festivals, conferences or trade markets. In the entertainment industry, theatre productions can last considerably longer, however they still come under this definition.

A number of frequencies in Norway have been allocated to this type of PMSE production equipment, including wireless microphones and cameras.
