The auction has ended
The 1800 MHz band auction ended 28 January 2016 with a first-price sealed-bid auction where the actual placement of the frequencies won by Telenor Norge AS and TeliaSonera Norge AS in the Allocation Stage of the auction was decided. Telenor Norge AS won their preferred placement option with a bid for NOK 10 000 100. The figure below show the frequency assignments in the 1800 MHz band after the auction:

The allocation stage has ended
The Allocation Stage of the auction ended 3 December 2015 after seven days and 83 rounds of bidding. The total revenue amounts to NOK 877 983 276.
The frequency blocks are allocated as follows:
- Telenor Norge AS won 2 x 10 MHz at a price of NOK 585 322 184.
- TeliaSonera Norge AS won 2 x 5 MHz at a price of NOK 292 661 092.
The frequencies are the unsold lots from the multiband auction in December 2013. In addition to Telenor Norge AS and TeliaSonera Norge AS, Ice Communication Norge AS participated in the auction.

Nkom emphasizes that the timeline is preliminary and it can be necessary to adjust certain deadlines. Any adjustments will be published at the auction webpage.
Frequencies to be awarded
In Norway the 1800 MHz band is allocated for the mobile service on a primary basis and is mainly used to provide mobile broadband services. You can find detailed information on spectrum allocations at http://frekvens.nkom.no.
The 1800 MHz band consists in total of 2 x 75 MHz. The figure below shows the frequency blocks included in the auction.
In total there are three blocks of 2 x 5 MHz available in the auction.
The auction rules defines how the different blocks are allocated.

Previously published information
Assignment Stage (published 3 December 2015)
The actual spectrum placement will be decided in the Assignment Stage of the auction. Winners in the auction will have until 20 January 2016 to negotiate the placement of the spectrum. If no written agreement is presented to Nkom within the time limit, the placement of the frequency blocks will be decided by an assignment auction.
Auction starts 25 November 2015
Nkom conducted a public consultation from 19 till 30 October 2015 of the auction format for an Assignment Stage auction. Nkom have assessed the consultation responses and updated the auction rules published 15 July 2015 accordingly. The final auction rules are published 9 November 2015. A document (in Norwegian only) with Nkom's assessment of the consultation responses is now available.
The auction will start 25 November 2015 and bidders in the auction may now register. The registration deadline is Monday 16 November 2015, 15:00 Norwegian time. For more information about the auction, see the auction rules published 9 November 2015.
Auction postponed (published 19 October 2015)
On the 15th of July 2015 Nkom published the auction rules for the unsold lots in the 1800 MHz band. After that The Ministry of Transport and Communications (SD) received a petition from TeliaSonera to change the rules. SD has decided that section 10.4 (“Assignment Stage”) shall be changed and told Nkom to conduct the necessary changes in the auction rules.
As a consequence Nkom will change section 10.4 in the auction rules. The new 10.4 (“Assigment Stage”) states that the winners of the allocation stage will have at least 4 weeks to negotiate the placement of their new spectrum. If no written agreement is presented to Nkom within the time limit, the placement of the frequency blocks will be decided by an auction.
Nkom is seeking the view of all interested parties on the proposed assignment stage auction format. The public consultation lasts from October 19th 2015 till October 30th 2015. The consultation document is available in Norwegian only.
Since section 10.4 of the auction rules will be changed, the auction will not commence as planned on November 9th, still Nkom plans to conduct the auction as soon as possible. The new date for the start of the auction is set to November 25th 2015.
Preparations to auction continues (published 19 February 2015)
5 February 2015 the Norwegian Competition Authority approved the proposed acquisition of Tele2 by TeliaSonera. The approval is conditional upon the full implementation of a commitments package submitted by TeliaSonera, which includes the conclusion of a roaming agreement with ICE and the sale of Tele2's mobile network and the mobile operator Network Norway to ICE.
Nkom has decided to continue preparations for the 1800 MHz auction. The auction will according to plan be conducted in the fall 2015.
A detailed timetable will be published along with the draft auction rules before the summer.
Auction postponed (published 25 August 2014)
Nkom decided in August 2014 to postpone the 1800 MHz auction due to TeliaSoneras proposed acquisition of Tele2s Norwegian business.

Public consultation I (2014)
In the period between 3 April and 2 May 2014 Nkom consulted on the framework for the auction. On the basis of an overall assessment of the consultation responses Nkom decided to assign the frequencies by multiround ascending auction.
