Auction # 17 (23, 28, 32 and 38 GHz)

NPT decided to award vacant spectrum in the frequency bands 23, 28, 32 and 38 GHz by way of auction in 2012. Only two companies registered for the announced auction. NPT concluded that there were enough available spectrum for both companies.

Auction number seventeen

The award of vacant spectrum in the frequency bands 23, 28, 32 and 38 GHz is finished. Only two companies registered for the announced auction. It was then unclear if the total demand was greater than the total supply. NPT therefore invited the registered companies to a meeting 29.11.2012, where it was concluded that there were enough available spectrum for both companies. The following awards were agreed:

TeliaSonera Norge AS is awarded one 28 MHz duplex block in the 23 GHz band, two 56 MHz duplex blocks in the 28 GHz band and three 56 MHz duplex blocks in the 32 GHz band.

Mobile Norway AS is awarded two 56 MHz duplex blocks in the 28 GHz band and four 56 MHz duplex blocks in the 38 GHz band.

The licences are valid from 1.1.2013 until 31.12.2037. The companies are paying a total of 3.050.000 NOK for the licences. 

Information

NPT has decided to award national spectrum licences in the bands 28, 32 and 38 GHz by auction. The frequency bands are mainly allocated to fixed services on a primary basis. The auction will be carried out over the Internet.
The bidder with the highest bids wins. The winner must pay his bids in full to be awarded a licence. The licences will be valid to 31 December 2037 with technology and service neutral conditions.

In the documents below you will find which frequency blocks that are included in the auction. All the available blocks have been given a name that identifies each block in each of the bands, e.g. 28A, 28B, etc.

NPT may also include other frequency bands in the auction if necessary. NPT has received an application for 2 x 28 MHz in the 23 GHz band, and if there is excess demand for these frequencies NPT will consider including them in the auction.

Auction Rules

NPT will publish the complete auction rules in due time before the auction. Currently the rules only consist of details on how to register in the auction. NPT has chosen to complete the registration process before the complete auction rules are finalized in order to save time. A decision on auction format and detailed bidding rules will be published after the consultation on auction format has been carried out.

Consultation

NPT invites companies that register in the auction to comment on the choice of auction format. The deadline for the consultation is the same as for registration, 24 August 2012, 1200 CET.
