Duty to register for providers of ecom networks and services

Providers of certain types of ecom networks and services are required to register their activities with Norwegian Communications Authority (Nkom).

The market for electronic communications is open to all those who wish to establish themselves, and permission from the authorities is not required. Some types of ecom providers do, however, have a duty to register their activities with Nkom. For such providers, registration is necessary in order to operate legally. Registration must take place before, or simultaneously with, the commencement of activities.

Pursuant to Section 1-2 of the Ecom Regulations, the following types of ecom providers have a duty to register:

  • Providers which install, operate and give access to electronic communications networks that are used for the provision of public electronic communications services
  • Providers of public telephone services
  • Providers of transmission capacity (leased lines)

Providers which do not fall under these categories are not obligated to register.

Registration with Nkom is done by completing the specified registration form. The registration requirement also includes the registration of interfaces on a separate form. Registration forms can be sent to Nkom at firmapost@nkom.no.
