Declaration of Conformity

Pursuant to Section 8 of the Authorisation Regulations, Norwegian Communications Authority (Nkom) has prepared proposals for declaration of conformity in cooperation with NELFO (trade association for the electrical and IT contractors and companies in Norway). In addition, a risk assessment and final control have been prepared. The final control and risk assessment are based on the "5-Secure"model and are also provided electronically on a number of media. The forms can be found at the bottom of the page.

In cooperation with Nkom, NELFO has prepared a proposal for a new form for risk assessment and final control with the declaration of conformity. The forms are intended to assist with the planning and implementation of installation work on the electronic communications network. The proposals are based on the "5-Secure" model that has been prepared by NELFO in cooperation with DSB (Norwegian Directorate for Civil Protection).
The purpose of this is to focus on the preparation phase and final control of the installation. Nkom wishes to raise awareness about the importance of performing risk assessments and final controls. The forms are made to ensure that important matters are taken into consideration prior to the assignment and that it is subsequently checked that all points have been followed up.

The risk assessment and final control do not replace the documentation requirements in the Electronic Safety Regulations and the Authorisation Regulations. However, Nkom expects that market players that face challenges complying with the requirements in the Regulations now have a tool which can assist them. However, the forms do not list all requirements that are set for an installation.

The risk assessment and final control must be considered as a general tool that can be used for all types of electronic communications installations. It is therefore important to note that there are also other methods for documenting risk assessment and final control that can satisfy the requirements in the Regulations and that are sometimes not necessary. However, Nkom considers that the risk assessment and final control documentation will be a tool which can assist planners, network owners and installers in remembering all factors that must be assessed. If questions are subsequently asked about the solutions that have been chosen, documentation in accordance with the risk assessment and risk control will be an excellent starting point for justifying and explaining the assessments that have been made.

Nkom notes that risk assessment and final control are industry documents and not requirements in Regulations.

Declaration of conformity

Pursuant to Section 8 of the Authorisation Regulations, the declaration of conformity must provide a description of the work that has been performed and the regulations, standards and instructions that have been followed. A guide has been prepared to supplement the declaration of conformity. The owner must retain the declaration of conformity during the entire useful life of the installation. The undertaking performing the work must store a copy of the declaration for a minimum of 5 years after the installation has been completed.
