Regulation of broadband telephony

In 2006, Norwegian Communications Authority (Nkom) drew up a policy document on the regulation of broadband telephony pursuant to the Electronic Communications Act.

The policy document evaluates various forms of broadband telephony (often also referred to as IP telephony, Voice over IP, VoIP). In the policy document, Nkom defines three categories of broadband telephony and classifies them in accordance with the relevant definitions in the Electronic Communications Act. The document also describes the key provisions of the electronic communications regulations that will apply to the different categories of broadband telephony.

Nkom uses the policy document as the basis for its supervisory work, including for market analysis in telephony markets.
