Allocation of network codes for mobile networks and services (E.212 and E.214)

Norwegian Communications Authority (Nkom) allocates mobile network codes (MNC) for the identification of mobile terminals and mobile users in accordance with ITU-T Recommendation E.212 and in line with ETS 300 523, cf. Section 31 of the Norwegian Regulation on Numbering Resources for Electronic Communications Networks and Services (Numbering Regulation). Nkom also allocates network codes (NC) in accordance with ITU-T Recommendation E.214.

Network codes for mobile networks and services are allocated by Nkom on application. The following information must be provided when applying for an E.212 MNC and/or E.214 NC, cf. Section 6 of the Numbering Regulation:

  • name, address and organisation number of the applicant,
  • name of contact person,
  • description of the network/service for which the code(s) will be used,
  • planned launch date for the service.

Nkom requires the payment of a fee for the allocation and provision of network codes for mobile networks and services. In accordance with Section 3 of the Regulations relating to administrative charges payable to Nkom, the annual fee is NOK 3,000 both for the provision of E.212 MNC and for the provision of E.214 NC.
