Allocation of national and international signalling point codes (SS7)

Norwegian Communications Authority (Nkom) allocates national and international signalling point codes (SS7); cf. Section 34 of the Regulation on Numbering Resources for Electronic Communications Networks and Services (Numbering Regulation). Allocations are made in accordance with ITU-T Recommendations Q.704 and Q.708.

National point codes for network indicator 3 (NI=3) are allocated by Nkom on application. These point codes are to be used for national interconnection between different networks in Norway. National point codes for network indicator 2 (NI=2) can be freely used by each individual operator for the identification of signalling points in their own network.

International point codes for network indicator 0 (NI=0) are allocated by Nkom on application. These point codes are to be used for international interconnection.

The following information must be provided when applying for point codes, cf. Section 6 of the Numbering Regulation:

General:

  • name, address and organisation number of the applicant,
  • name of contact person.

For national point codes, NI=3:

  • required number of national point codes,
  • documentation of resource requirements, including a general description of the planned network architecture and the planned number of national points of interconnection in the short and long term,
  • planned launch date for the service.

For international point codes (ISPC), NI=0:

  • functional description of the planned use of the point code,
  • identification of the signalling point (city and/or unique name, for reporting to the ITU),
  • identification of at least one planned foreign signalling partner, including the operator’s name and address, the geographic location of the foreign signalling point and the ISPC for the foreign signalling point,
  • planned launch date for the service.

Nkom requires the payment of a fee for the allocation and provision of point codes. In accordance with Section 3 of the Regulations relating to administrative charges payable to Nkom, the annual fee is NOK 3,000 for the provision of national point codes (NI=3) and NOK 3,000 for international point codes (NI=0), irrespective of how many point codes are provided.
