Transfer, cessation and return of numbering resources

Numbering resources from mandatory numbering plans can be transferred to other providers with the permission of Norwegian Communications Authority (Nkom). Upon cessation of activities, unused numbers and number series shall be returned to Nkom.

Upon the cessation of activities, unused numbers and number series shall be returned to NPT. Upon cessation of activities which use number series where numbers have been ported out, Nkom can compel other providers which have ported in these numbers to take over the entire number series.

Where justified by important considerations and where more than 50% of the numbers in a number series have been ported out to other providers of public electronic communications services, Nkom can transfer the number series to the provider with the most numbers ported in within the number series.

Where Nkom finds it necessary to change a numbering plan, all providers who have authorisation for the use of numbering resources from the numbering plan shall make the necessary changes to their systems within a reasonable time limit. Changes to the numbering plan can be made, in accordance with Section 15 of the Numbering Regulation, in order to, among other things:

  1. have sufficient numbering resources available in the short and long term
  2. reserve numbering resources for other purposes
  3. reorganisation of numbering resources
